Yokogawa Europe B.V.

General Information on Product Compliance Management

Yokogawa Europe B.V. operates as Regional Support Office for business activities in Europe and Africa of Yokogawa Electric Corporation (Tokyo, Japan). For the purpose of product compliance management in the EEA, the Product Compliance Management group of the Quality Health Safety and Environment department of Yokogawa Europe B.V. monitors the development and publication of EU-legislation and the transposition of EU-directives into member states’ national legislation.

Yokogawa manufacturers take measures in product design, materials procurement and production with the objective to comply with EU-legislation and secure long term availability to customers; national legal requirements, and industry segment and application specific standards are also taken into account.

Yokogawa Europe B.V. checks if Yokogawa products intended for the European Economic Area are in compliance with EU-legislation prior to “Placing On The Market.”
Typical Yokogawa business characteristics and Yokogawa’s general position regarding specific EU-legislation are described below.

General Product and Trade characteristics
Yokogawa’s product trade model is typical Business to Business. Yokogawa products are intended for professional use in laboratory, control room and/or industrial environment.
Yokogawa’s product portfolio comprises finished products with direct or indirect end-user functionality: laboratory instruments, field instruments, safety systems and systems for data acquisition and process automation. Many products are designed to operate with high accuracy and extreme reliability under severe operating conditions.

Yokogawa Brand Label Products
Yokogawa products designed and manufactured outside the EU bear the Yokogawa Brand Label; the place of production is indicated on the product name-plate. Yokogawa Europe B.V. signs the “EU Declaration of Conformity” for Yokogawa Brand Label products intended for the EU-Market, when applicable.

Yokogawa Local Brand Label Products
Products, manufactured in the EU by a Yokogawa Europe B.V. affiliate, bear a Yokogawa Local Brand Label; the place of production is indicated on the product name-plate. The Yokogawa affiliate signs the “EU Declaration of Conformity” for Yokogawa Local Brand Label products when applicable.

Yokogawa Private Label Products
Some products are made for Yokogawa exclusively by selected third parties; these products are placed on the market under Yokogawa Private Label. Yokogawa validates these products by checking if product-characteristics and product documentation are in compliance with EU-legislation, before putting them on the EEA-market.

REACH
Only a few Yokogawa Brand Label products - like pens for paper-recorders - intentionally release (small amounts of) substances (e.g. ink); the total amount is far below the threshold value set for Substance (pre-) Registration, as required by Council Regulation (EC) 1907/2006 concerning the Registration, Evaluation, Authorization and restriction of CHemicals (REACH). Yokogawa Electric Corporation does not have to assign an “Only Representative”, as defined by the REACH-regulation for (pre-) Registration of Substances.

RoHS and WEEE
The majority of Yokogawa’s Electrical and Electronic products is Category-9 Equipment and exempted until 2014 from the Directive 2002/95/EC on the Restriction of certain Hazardous Substances (RoHS). Yokogawa Industrial Monitoring and Control Equipment is exempted from Directive 2011/65/EU (RoHS-II) until 2017; RoHS-II compliant products have a compliance statement on the EU Declaration of Conformity.

Products that are subject to the Directive 2002/96/EC on Waste Electrical and Electronic Equipment (WEEE) bear the ‘crossed out wheeled bin’ sign. Yokogawa affiliates in the EU are engaged in local Waste Collection Schemes.

CE-Marking and the EU Declaration of Conformity
Many Yokogawa products are subject to EU-directives concerning Electro Magnetic Compatibility (EMC: Directive 2004/108/EC) and Low Voltage (LV: Directive 2006/95/EC); some specialized equipment is also certified as Pressure Equipment (PED: Directive 97/23/EC); and/or suitable for use in potentially explosive atmospheres (ATEX: Directive 94/9/EC); and/or have a recognized conformity as Radio and Telecommunications Terminal Equipment (R&TTE: Directive 1999/5/EC).
Since 2011-07 RoHS-II compliant products can claim compliance with the rules for CE-marking.
Products that are subject to CE-marking and are in compliance bear the “CE” mark.

For all products which are subject to CE-marking and compliant, an EC Declaration of Conformity (EC DoC) is available; depending on the applicable EU-directive(s) this EC DoC is delivered automatically or on request with the product.
As a result of the Lisbon Treaty (2007) - where the European Community (EC) is replaced and succeeded by the European Union (EU) - for new products, an “EU Declaration of Conformity” (EU DoC) instead of an EC DoC is created.

Dual-Use Items and Technology
Yokogawa maintains an export control scheme with respect to delivery of products or technology that can be used for military weapons and weapons of mass destruction - according to Regulation (EC) 428/2009 and related Decisions.

Functional Safety Management
Products that meet Safety Integrity Levels as defined by the international standard IEC61508 for Functional Safety Management are indicated as such in the relevant documentation accompanying the product at delivery.

A Sustainable Society
