Yes, by using the SD Formatter available from the SD Association at https://www.sdcard.org/. (Microsoft Windows and other standard formats do not conform to the formatting standard of the SD memory cards.)
For formatting options, you can usually use erase setting: Quick format, and logical volume management: OFF.
