With FAIL output from the FAIL terminal (suffix code /F1), why are NO and Com conducting during normal operation?

The FAIL output from the FAIL terminal (suffix code /F1) is deenergized during a CPU abnormality or when the power is OFF, and operates so that NO-Com is open, and NC-Com is closed. During normal operation, it is energized, and NO-Com is closed and NC-Com is open.
