On the MW100, can I use six 4-channel high speed universal input modules (MX110-UNV-H04) and measure at 10 ms on all 24 channels?

You can connect six 4-channel high speed universal input modules to the MW100. However, at a scan interval of 10 ms, you can only measure on 10 channels. If you slow the scan interval down to 50 ms, you can measure on 30 channels. Alternatively, consider using the GM10.
