The screen layout differs between PCs and smartphones. Should I create separate screens for each? Or will creating the PC version automatically generate the smartphone screen as well?

You need to configure settings for each screen. Both smartphone and PC screens require configuration on a PC. Since smartphone screens require PC configuration, they are not created automatically.
