Are the PR20-40 and PR40-20 the same thermocouple?

Yes. The numbers are the ratio of rhodium in a platinum/rhodium alloy. The plus side is 40% rhodium, and the minus side is 20% rhodium. There is no official name, so some manufacturers always put the smaller number first, and others put the positive number first.
